The Policy Learning Platform (PLP) of the FOSSR Project is an innovative tool supporting data-driven public policy design through predictive learning methods. By integrating different policy classes and leveraging causal machine learning, it estimates heterogeneous treatment effects and identifies optimal policy rules under real-world constraints. Shifting the focus from ex-post evaluation to ex-ante targeting, the PLP helps policymakers design and compare evidence-based interventions, enhancing transparency, efficiency, and social impact.
