Analizzando le reti di collaborazione R&D sull’idrogeno verde in Europa, troviamo un pattern netto: i nodi gi\u00e0 pi\u00f9 centrali tendono ad attrarre nuovi legami, un vantaggio cumulativo che consolida pochi hub regionali \u2014 e sono proprio gli hub che hanno gi\u00e0 una specializzazione pi\u00f9 forte in brevetti di idrogeno verde. Il rischio: il divario di capacit\u00e0 innovativa tra centro e periferia si allarga nel tempo, indipendentemente dal PIL.<\/em>
\nLe Hydrogen Valleys e REPowerEU offrono gi\u00e0 un quadro di coordinamento, ma le politiche che connettono direttamente leader e periferie falliscono quasi sempre: ai primi manca l’incentivo a trasferire, ai secondi la capacit\u00e0 di assorbire. Servono mediatori strutturali come agenzie regionali e laboratori condivisi.<\/em><\/div>\n<\/blockquote>\n
