Social policies and ageing in Italian metropolitan cities: The case of Turin from the perspective of responsible welfare

Abstract
This paper analyses the condition of the elderly population in the metropolitan city of Turin, investigating the effectiveness of shared responsibility among institutions, communities, and individuals. The objective is to assess how local policies and responsible welfare practices impact the promotion of the health, participation, and safety of older adults in complex urban contexts.
The qualitative study, based on structured interviews conducted between March and May 2025 with key stakeholders in the Turin area, analyses the dimensions of responsible welfare: enabling activation, shared integration, intermediate territorial level, and proximity social space. The results demonstrate a transition toward models of reflexive governance, where spaces such as the “Neighbourhood Houses” foster the active participation of older adults. However, structural challenges emerge, linked to the scarcity of financial resources and a persistent hierarchy between public bodies and the third sector, which limits the full implementation of co-planning.
Research confirms that the co-responsibility chain requires greater process stability and a transformation of organisational culture to overcome the emergency mentality. The Turin case demonstrates that only through genuine integration between housing and social policies can the demographic transition be transformed into an opportunity for healthy and active ageing.
