Labour market flows and productivity. Evidence from mature Italian workers

Abstract
The literature on labour market flows has mainly focused on the role of structural factors governing transitions between employment and unemployment (institutions, composition, mismatch). The transmission channel through which macroeconomic shocks affect hiring and separation intensities, by contrast, remains underexplored. This manuscript aims to fill this gap by estimating the effect of Total Factor Productivity (TFP) shocks on the hiring and separation intensities of older workers (aged 50-74) in Italy. To this end, the manuscript constructs annual measures of intensities from employment-to-unemployment and unemployment-to-employment flows and estimates a dynamic system using seemingly unrelated regressions, adopting moving-block bootstrap inference and restriction tests to select a parsimonious specification. The main finding is that a contemporaneous positive TFP shock robustly reduces hiring intensity, while no statistically significant effect emerges for separations. The policy implications suggest strengthening active labor market policies, reskilling initiatives, and placement services targeted at older workers.
