Abstract

At the European level, the European Commission, in the second half of the 2000s, included economic incentives among the tools able to promote the improvement of health and safety at work, especially if aimed at micro, small and medium enterprises. In Italy, Legislative Decree no. 81/2008 assigned the task of organising and funding the named incentives to Inail, the National Institute for Insurance against Accidents at Work, while establishing their basic criteria and inscribing them in the regulatory European and national framework of state aids. Similarly to what happens, with rare exceptions, for other types of state aids, the impact evaluation is seldom applied, and evaluation is limited to monitoring and reporting.
