Abstract

The following work derives from the AIIC Report on Resilience of Critical Infrastructure and Climate Change, October 2023. This report addresses the issues related to physical risks stemming from climate change. These risks are tied to the properties of the physical infrastructure, which partakes into the complex of technologies that form modern Cyber-Physical systems. The report assesses impacts on a limited number of infrastructures, classifying them from “acute” events, which are one-off events such as floods or hurricanes; and from “chronic” events, which lead to long term changes in climate parameters, such as temperature. The impact of climate change, “acute” and “chronic” according to the authors’ experience, is considered in relation to the physical systems that make up the reference infrastructure. Knowledge of the physical nature of infrastructure components that could be destroyed or disrupted by specific threats from climate change is crucial to this work; The services providing infrastructure will either decline or increase in cost. For example, energy systems may become less productive in drought conditions, due to rising temperatures. Risks including heat, wind and flooding, can disrupt infrastructure services. This, in turn, may have a ripple effect on other sectors that depend on these infrastructures.
