Abstract

This working paper is part of a broader study on the condition of the elderly in the suburbs of metropolitan cities within the theoretical framework of Responsible Welfare. This sociological perspective is based on the vision of responsibility as a social value shared among all actors who play an active role in the welfare system, highlighting the relationality of choices and actions through which social and systemic policies are developed. The co-responsibility chain becomes crucial in analysing social spaces of proximity, which are generative spaces of opportunity and freedom for harmonious ageing. For this reason, in this exploratory phase of the research, it was assumed that the presence of policies promoting shared integration (hybrid governance) and the presence in the territory of a plurality of actors (public, private and private social) are preconditions for the development and sustainability of social and political participation, within which it is possible to promote opportunities for health, participation and safety for elderly people.

In a social context of profound transformations, it seems relevant to choose metropolitan cities as units of analysis, especially in Italy, which is the “oldest” country in Europe (Eurostat, 2023). The Italian population aged 65 and over will reach 27.3 percent of the total population in 2031; among the metropolitan cities, Rome will experience the most significant increase (+17.1%) (Istat, 2023b). Therefore, the suburbs of Rome, characterised by high rates of old age and social disadvantages, have been the context of the exploratory analysis. The case study explores Municipalities V, VII and X, using secondary sources provided by the Statistics Office of Rome. The analysis shows that the preconditions for developing and sustaining a co-responsibility chain for harmonious ageing are insufficient and require a change in decision-making processes.
