Community Based Approaches (CBA) to design climate change adaptation and disaster risk reduction strategies and measures: a grey literature review

Abstract
The Community Based Approach (CBA) has been recognized as a powerful method to design and implement effective disaster risk reduction (DRR) and climate change adaptation (CCA) policies (Sendai Framework for DRR, 2015; Codice di Protezione Civile, 2018; Paris Agreement, 2015a). The CBA gives the opportunity to carefully characterize the local context, integrating knowledge from modelling activities and identifying solutions tailored on local context needs and priorities. Furthermore, the CBA is recognized as an effective method to improve trust relationships between local public administrations and communities and to empower resilience and adaptive capacity. However, the participatory processes must be carefully organized: they require commitment to dedicated economic and human resources, to engage facilitators to support the whole process and to engage the local community over the whole duration of CB project, discussing the participatory process objectives, methods and outcomes. In order to shed light on the most recurring participatory methods, this paper discusses the role of Community Based Approaches inside the framework of DRR and CCA policies. The article is divided into two main parts: i) a brief analysis of participatory processes in Italy dedicated to the design of civil protection plans and measures; ii) a review of the grey literature on CBAs applied to supporting public administrations in designing and implementing CCA and DRR strategies and measures. The literature review is specifically focused on official documents from International Institutions (UNDRR, UNFCCC, UNEP, FAO, …) and Non-Governmental Organizations (Action Aid, Care…). These documents are relevant to analyze operative applications of participatory approaches, in order to identify the most recurring methodologies and the requirements to effectively engage the local stakeholders and to achieve the CBA desired outcomes.
