Abstract

Today there are two main instruments of policy – the Multiannual Financial Framework 2021-2027 and the NextGenerationEU – which are both instrumental to provide a transition of EU Member States and Italy towards a more competitive, sustainable and inclusive economy. A key issue for policy makers is the lack of a solid research, both methodological and empirical, on transition policies.

POTION – Policies for Transition, Impact and Governance – aims to developed and test a pilot model to assess transition policies, focusing on the types of governance and the inclusiveness as articulated in geographical terms. The project will: 1) develop an ontology about the different types of governance of policies, introducing the notion of ‘modes of governance’. 2) employ the most recent methods for policy evaluation, namely nonparametric “supervised machine learning” method that allows to provide a more robust methodology in terms of predictive ability; 3) elaborate, implement and test the novel notion of ‘spatial inclusiveness’ to assess the geographic distribution of the effects of the policy and to propose adequate allocation rules of the policy to maximize its outcome in terms of spatial inclusiveness.

The project builds upon and contribute to different streams of research, including transition policies, governance, policy evaluation methods and spatial analysis of policy impact.
